In order to maximize the profit (in this case, minimize the expenses), the consumption of fuel would need to be minimized for the given temperature set point. 

To achieve this, equipment to regulate the excess air would need to be installed, because heating extra air (not used for combustion) leads to inefficiencies. Careful, too little air can be dangerous!
