No, feedback control can be implemented without digital computers.  Think of examples where mechanical devices control fluid levels, or monitor temperature changes. 

Two such devices might be your home toilet tank, or and older home thermostat.  Other examples of the use of feedback without digital computers could be found by looking into chemical plants with little automation.  In these plants operators would gather the pertinent information by hand, and then make the appropriate adjustments manually.
